Abstract
The majority acknowledges that the distribution of education in Indonesia has not reached a satisfactory level, both in quality and accessibility. This is especially true in the case of formal English education. The issue of unequal distribution of education related to English education has been a matter of discussion during the past years. Many of these English education discourses occurred because many Indonesian students still seemingly lack decent English skills. This issue was quickly attributed to the discrepancy in students' spatial and economic privileges all over Indonesia. This raised the question: to what extent does Indonesian's distribution of education give Indonesian students equal opportunities for acquiring English? This research was written as a literature study, explicitly focusing on secondary school students. Three significant factors analyzed are English teachers, Information and Communication Technology (ICT) literacy and accessibility, and English teaching methodology in Indonesia. This study shows that successful English learning relies heavily on the distribution and accessibility of education, which is the main product of economic conditions. Indonesia's current state of education still does not seem to provide equal chances for students to learn English.
